To drive a movement toward a solidarity economy, Mark has introduced the "Opportunity to Own" bill, which aims to lead a movement for employees to take over businesses once owners decide to transfer them.
The bill seeks to incentivize business owners to sell their companies to their employees. It would require business owners to notify workers 30 days in advance so they have the opportunity to buy. If workers can match the best available market offer, the seller would be encouraged to consider it. If businesses become worker cooperatives, the seller would receive a capital gains tax exemption.
